This too will pass.   Use of force becomes the Police Offers greatest threat when preforming his/her duties. We are now facing the next step of excessive force with the use of the K-9’s.  Who becomes libel when a K-9 attacks a suspect?  Is the K-9 handler  responsible for the injuries of a suspect or is the K-9 responsible for use of excessive force?   What is defined as excessive force?  I’m sure this will become an issue. in the near future. 

Once the K-9 handler issues the order to attack the K-9 uses all its force to subdue the suspect.   The K-9 is trained to attack without use of force restrictions.  Is the offence committed sever enough to warrant a K-9 attack which may cause sever injuries?  I’m sure this will become an issue very soon. 

In a recent national televised  K-9 attack I observed a suspect who refused to exit his vehicle being attack by a K-9  I observed the drivers window was already broken by some one.  This would indicate there were police presents.  The driver seemed to be of no threat to the police officers.  Of course I only know what I observed on the TV.  Me and millions of others who watch the attack had no idea of the real situation.  We only saw the attack.

I do know that a K-9 is often used when the danger to a Police Officer indicates a life or death situation.  The use of a K-9 in search and find is of great importance in locating a hidden suspects.  

The K-9 is and always will be man’s best friend.  They are loving pets, drug sniffers, guides for the blind, companions for the disabled and hundreds of other great and wonderful thing to us.  The use of a K-9 to attack should rarely  be used and only as a last resort.  A K-9’s devotion to its handler is unquestioned and is tell death due us depart.

We must protect our K-9 partners.  Unlike a police officer who is judged and convicted of using excessive force he will only lose his job and face civil penalties.  A K-9 may be judged and given the death penalty.  Our K-9 partners are trained to protect the police officer and serve our community.  Each K-9 handler must judge each situation and use his K-9 only as a last resort.
